Bug#159462: apt: Please consider using GML as an output format for apt-cache dotty

apt-cache dotty currently outputs in graphviz format, which is
non-free.  Please consider using formats such as GML (see
http://infosun.fmi.uni-passau.de/Graphlet/GML/) instead.  GML is used
by Tulip, which is free software (http://www.tulip-software.org/).
