OK, fair point. Would it be possible to provide a

apt-get --permit-downgrade upgrade

or similar, with --permit-downgrade having a big bold warning
when used?

Alternatively, if you think this is still too dangerous, could
I at least propose that dpkg provides more of a warning when
downgrading packages? If I manually dpkg -i foobar_1.3.deb when
foobar 1.4 is installed, I don't get much warning that I'm
doing something that's not designed for (I know this would be a
dpkg bug, if you could reassign it would be appreciated).
