Bug#143995: apt: cannot upgrade, "pkgProblemResolver::Resolve generated breaks"

This is a woody box.  Previous dist-upgrade was done on last friday.  This
morning here is the problem:

# apt-get dist-upgrade   
Reading Package Lists... Done
Building Dependency Tree... Done
Calculating Upgrade... Failed
Sorry, but the following packages have unmet dependencies:
  python2.1-tk: Depends: blt (>= 2.4u-1) but it is not going to be installed
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.
# dpkg --get-selections | grep hold
# dpkg --get-selections | grep -v 'install$'
# apt-get install blt -u

Building Dependency Tree... Done

Requesting "dist-upgrade blt+" of "dist-upgrade blt8.0-" does not change a
thing.  It looks like it will proceed correctly if I manually ask for
"install blt".

We keep the system in its current state if you want more information.
