What are you talking about?
The default apt sources.list contains only stable.
APT will never ship with a default preferences file. The default and most
usable thing is to just not include unstable and testing in the s.l which
is what is already done.
You can change the order of the s.l entires right now to get the effect
you want, s.l order is only used to indicate download preference.
