Bug#111543: non-resuming apt / wrong total byte count

Three errors which seem to be related. With apt-0.5.4 I am unable to
complete an dselect install. I always get an error after the first
request (first bug? happens only over ppp line), after that apt has a
wrong byte total for the current package (here xdm: 152kB !=
2896kB). And last, hitting ^C results in a new try restarting at the
package start (no resuming of the partially downloaded package).
