Bug#84255: Should print package name when preconfiguring

At the moment, when preconfiguring packages, apt-get gives no
indication of which package is being preconfigured.  This is a pain if
I want to report a bug in the preconfiguration script, since it's hard
to tell which package to report it against (especially if all the
script does is to print a perl error message).  A "Configuring
<package>..." message printed before configuring each package would
help.
