Bug#83897: apt: Problem with dependeny check in "apt-get upgrade".

I have installed gdm several months earlier. I have used "apt-get upgrade"
to get to the current state (gdm 2.0-0.beta4-helix12). It uses sessreg in
a pre-session initialisation script, which is in the xutils package. GDM 
failed to log in users, because this package was not installed, although 
it is in its dependency list.

I assume "apt-get upgrade" missed to check this dependecy.
