Bug#122470: configuring packages while fetching and untarring in background

It'd be nice if there was an option for apt-get to run the debconf
configure
script of all packages to install (while fully installing pre-depends
first),
and at the time while the user is deciding his/her responses to debconf
questions, prompted by config, apt works in background so that the
system fetches and untarres packages before configuring them.
This way during the time the user spends on making decisions, APT takes
profit of system resources like network bandwidth, CPU and hard disk
access.
