Bug#119509: apt: multiple incompatible invocations of apt should not be allowed

Hi,

I invoked "dselect", using the apt method of course, and I then
selected "Install".

After the download phase of the "Install" had completed, but
before the remaining phases of the "Install" had completed, I
edited the "sources.list" file in another "xterm" window, and then
invoked "apt-get update" in that same other "xterm" window.

At the end of the original "Install" phase, I got these error
messages from "apt",

    Del doc-linux-text 2001.09-1 [6798kB]
    W: Couldn't stat source package list ftp://mirrors.rcn.net

    (/var/lib/apt/lists/mirrors.rcn.net_pub_debian_dists_woody_main_binary-i386_Packages)

So, it seems to me that "apt" should have prevented me from
running the "apt-get update" in one window while the "Install"
was active in another window.
