Bug#107322: apt: tries to remove packages unnecessarily

this may very well be a wishlist bug, but...
i have a woody system with apache & php4 installed. when i try to install
phpgroupware, apt wants to remove php4 and install php3:

phpgroupware Depends: on php3-imap | php3-cgi-imap | php4-imap
it seems like this dependency could be solved better by installing php4-imap
instead of removing all my php4 stuff and installing php3 instead.
