Bug#89671: apt-get fails when $ftp_proxy is set ...

Wierd. You've got just a plain 0.5.3 install???

'ftp_proxy= apt-get update' works fine, however.
The proxy is just the latest unstable squid. It works fine for everything
except apt-get.
