In that case, debconf is also doing the wrong thing with its || true.  That
means that both programs will need either a wrapper script, or some ugly magic
like "apt-listchanges --apt || (test $? -ne 10 && cat)" and "dpkg-preconfigure
--apt || cat".  Since all of the programs using this interface so far should be
ignored if they fail, perhaps that should be the default behavior?
