Is it really so hard to figure out that apt-get != debhelper? Sigh.

Export DEBCONF_DEBUG=developer and it will provide you with plenty
of debugging information. This is documented in several places,
including the debconf user's guide.
I might accept a patch to apt-extracttemplates to make it write out the
names of the packages as they are preconfigured.
