Bug#70049: apt: Disregards CDs other than the last one added

When using apt-cdrom add to add the details of a set of CD-ROMs, when the
time comes to fetch new or upgraded packages, apt completely disregards all
CD-ROMs except the last one added, thereby defaulting to the remaining line(s)
(for ftp/http in my case) for all other packages including those on the first
two CDs.

This is either a glaring documentation bug or an actual bug somewhere in apt
and its handling of CDs.
