Bug#65805: apt: override upgraded packages

The user should have the ability to exclude certain packages from being
upgraded by apt-get upgrade. Maybe by placing the names of those packages
in a file.
This would save a lot of time, network-traffic, and money when upgrading
the system, because large packages like emacs or teTeX won't have to be
downloaded over and over again.
