man apt.conf says

EXAMPLES
       /usr/doc/apt/examples/apt.conf contains a sample  configu­
       ration  file  showing  the default values for all possible
       options.

This is not true. It only has a few options.
/usr/doc/apt/examples/configure-index.gz appears to have all options.
