Bug#56855: marked as done (Apt fresh installs fails in postinst)

Apt does not install on a fresh system. postinst tries to copy a file from
/usr/doc/apt before checking to see if the directory exists, or creating the
symlink.

This bug will hold up boot floppies if it is not fixed in potato.
