Bug#57795: apt: find out package for missing file

Nowadays, one needs to grep Contents.gz if one knows that a file is missing
on the system to find out which package it is in. It would be a good idea
to have that case handled by apt-get as well.

apt-get install-file libcrypto.so.0

could automatically determine that the file is in the package libssl09 and
proceed to install libssl09.
