Bug#57091: pkgAcqFile can only download to the cwd

  It would be nice if pkgAcqFile could download the file to an arbitrary
directory.  Looking at the source, this should be fairly simple to do, and
default parameters can be used to avoid having to change any other references
to it (have the directory default to "")
