Bug#63825: gnome-apt_0.3.8(frozen): error in build dependencies

gnome-apt in frozen build-depends on libstdc++2.10-dev. This is not
only unnecessary as libstdc++*-dev is build essential. It also in an
error for architecture where libstdc++ has a different name (e.g.
libstdc++2.10-glibc2.1-dev on m68k).

Please remove it from the dependency list.

Since this is a "cannot build from source" type bug, it is to be
considered important. (See Debian developer's reference.)
