Bug#58942: apt: Directory access errors during apt-get source

I'm getting some errors when I apt-get some source.  Example:

Sometimes it gives me errors like this and sometimes not.  I never have
had it happen when I just download one package however.  I have tried it
on another Debian box and haven't been able to reproduce it.  I can
provide an strace or something if desired.
