Bug#42437: apt: Resolver should figure out virt. package provided by only one package

I just tried to install libbfd-dev.  I got the following messages <<__END__:
Reading Package Lists... Done
Building Dependency Tree... Done
Package libbfd-dev is a virtual package provided by:
  binutils-dev 2.9.1.0.25-2
You should explicly select one to install.
E: Package libbfd-dev has no installation candidate
__END__

It would be nice if apt would just install binutils-dev 2.9.1.0.25-2.  This
is probably trivial and rare, but I havn't acatualy checked.
