Ah, that's it.  Apache proxy server is HTTP 1.0.

The apt.conf manual page isn't totally clear on the requirement
for an HTTP 1.1 proxy.  It does mention HTTP 1.1, but in
connection with the No-Cache, Max-Age, and No-Store options, which
I did not set.  I assumed that meant I didn't need HTTP 1.1, but
that must be wrong.  (I also assumed apache must be adequate in
all ways, since I have heard so many good things about it.) 
Perhaps you could emphasize those points in the manual page.

Too bad about apache, I guess I'll have to find another web
server.  Thanks for the clues.
