It does and it is fairly well documented, read the apt.conf man page and
search for "How APT calls DPkg"
The configuration directive you seek is similar to that in the
/usr/doc/apt/examples/apt.conf,
dpkg::options {"--no-force-overwrite";};
This is not a bug.
