Sorry if I not sufficiently explained myself (as usual), but, as Josip
says, nothing prevents us to have both Packages.gz and Packages.bz2 in
the archive, and have a local setting telling which one should be
fetched.  On my K6-II/350, and with a pay-per-time PPP link, there's
not much need to discuss the usefulness of this IMHO, and the "RFC"
was more in my mind a "request for implementor" ;)

That said, although I'd prefer that someone else does it, if noone
stands up for this, I'll do.  AFAICT this will require updates to the
following packages:

* dinstall	(not in the dist ?)
* apt ftp/http methods
* dpkg-ftp	(optionally - I won't do it)
