Bug#33927: marked as done (apt cannot upgrade)

Version: Latest unstable

When I try to use apt to upgrade to slink or potato I get errors from many
important packages like glibc, makedev, modconf, etc...I think 20 in all.
The error says:

$ apt-get upgrade
....
Error ftp://ftp.us.debian.org potato/main modconf
550 /debian/dists/unstable/main/binary-i386/base/modconf_0.2.26.deb: not a
plain file

It says the some thing for every file it errors on(changing path obviously
for each one)

This looks like a permissions problem and it might be related to the site
more than the package.

On slink upgrade only 3 or 4 packages failed.

Using Debain slink or potato. Kernel 2.0.35
latest slink libc.
