Bug#33705: apt: wish: when reporting "..don't have enough free sp.." doesnt check partial

I was downloading tetex-extra_0.9.981113-1.deb
and had done 7012352 bytes of it
that are in the file
/var/cache/apt/archives/partial/tetex-extra_0.9.981113-1.deb
when I had to interrupt; when I retried, it said
"E: Sorry, you don't have enough free space in /var/cache/apt/archives/"
now, it reports that it needs 8768k for tetext-extra, and I have
4075k free, at least that what I understand from df :
Filesystem 1024-blocks Used Available Capacity Mounted on
/dev/sda5 39655 33527 4075 89% /var
so I guess that apt doesnt check for files partially
downloaded when computing if it has enough disk space to download...
