Bug#32920: apt: wish: keep /var/state/apt/lists/* files compressed

hi

those files are big (some megabytes)
and when (rarely) they are used to recontruct the caches and the
file "available" for dpkg,  they could be  gunzipped on the fly,
without much CPU cost!
