Bug#32825: apt is still optional (?)

As of today, this package is still of optional priority.
Being it one of the best ways of upgrading, I think it deserves a
priority of "standard" at least, in slink.
According to policy, it is possible that you have to ask debian-devel
for permission to upgrade the priority. If this is the case, please
do so.
