Bug#53587: apt-get source --compile (package) doesn´t work with potato-sources

Package: apt
Version: 0.3.10slink11

example:
apt-get source --compile debhelper (see output below)

Reason in the example below: A script dh_link is called which is not
contained in debhelper 1.1.24 (slink r4), but in debhelper 2.0.81
which should be compiled. :-O

Really: I tried to build a dozen packages, most are required for kernel
2.2.13. The only one which did run is modutils 2.3.7-1. Other sources
seem to produce errors which can't be solved.

Actually slink r4 does NOT match requirements of kernel 2.2.13!

Questions: Is it possible to compile potato-sources with slink r4?
I think I should upgrade to libc6 2.1. Is this possible without any
problems?
