No, dpkg-source should have the dependency. And in fact it has:

[tornado;~/sources/original/dpkg/main]-6> dpkg -s dpkg-dev
Package: dpkg-dev
Status: install ok installed
Priority: standard
Section: utils
Installed-Size: 217
Maintainer: Ian Jackson and others <dpkg-maint@chiark.greenend.org.uk>
Source: dpkg
Version: 1.4.1.19
Replaces: dpkgname, dpkg (<< 1.4.1.8), dpkg-doc-ja
Depends: perl5, cpio (>= 2.4.2-2), patch (>= 2.2-1), make
Recommends: c-compiler
Suggests: gnupg, debian-keyring
Conflicts: dpkgname

This looks like you broke your system yourself by removing patch at some
point.
