Bug#44404: apt: http request method: config option to allow continue to get a file from different mirror

It would be nice if apt's http method could be configured to continue
fetching a file from another mirror should timeouts ocour. Currently,
I have a local mirror (first choice) and http.us.debian.org (second choice)
listed in /etc/apt/sources.list. Should a timeout happen during download,
the partially downloaded package is flushed from the cache before being
requested from the other mirror. This is a major pain if the package is
big...

apt's http method already continues a download if the file is available in
only one of the mirrors. 

(FYI, the local mirror I use is at http://linusp.usp.br/ftpmaster/debian ).
