In my record, the unpack order looks like this (all upgraded packages are
listed):

  ... (other packages unpacked before apt)
  apt_0.3.11.deb
  gobjc_2.95.1-0pre2.deb
  cpp_2.95.1-0pre2.deb
  gcc_2.95.1-0pre2.deb
  libstdc++2.10_2.95.1-0pre2.deb
  libstdc++2.10-dev_2.95.1-0pre2.deb
  gpc_2.95.1-0pre2.deb
  g++_2.95.1-0pre2.deb
  libncurses4-dev_4.2-3.2.deb
  libc6_2.1.2-0pre11.deb
  libstdc++2.9-glibc2.1_2.91.66-2.deb
  ... (other packages unpacked after libstdc++)

So I agree that it has already tried to unpack them as close as possible.
I'll also assume that eventually apt will depend on libstdc++2.10 instead,
so it would be even better.
