Bug#43672: apt: "Need to get ____kB of archives..." line is inaccurate for interrupted downloads

You probably already know this, and it's no big deal, but if the download
of a package has been interrupted, then the initial estimate of how much
needs to be downloaded does not take that into account; it just assumes
that every package to be installed must be downloaded in full.

WyrmWeyr:~$ sudo apt-get install geomview
Reading Package Lists... Done
Building Dependency Tree... Done
The following NEW packages will be installed:
  geomview 
0 packages upgraded, 1 newly installed, 0 to remove and 0 not upgraded.
Need to get 3974kB of archives. After unpacking 11.4MB will be used.

In this case it actually only needed to get about half of that much, because
the package was already partially downloaded:
 Fetched 2740kB in 17s (160kB/s)
