Bug#43672: apt: "Need to get ____kB of archives..." line is inaccurate for interrupted downloads

You probably already know this, and it's no big deal, but if the download
of a package has been interrupted, then the initial estimate of how much
needs to be downloaded does not take that into account; it just assumes
that every package to be installed must be downloaded in full.
