Bug#40395: apt: one should be able to call ./debian/rules binary to resume where it left off

Hi,

	One should be able to resume ./debian/rules binary from a point
 where it failed and be able to resume from there. For example, I should
 ahve been able to install xpm-dev and resume:

../../deity/x11xpm.cc:22: X11/xpm.h: No such file or directory
make[3]: *** [x11xpm.lo] Error 1
make[2]: *** [all-recursive] Error 1
make[1]: *** [all-recursive-am] Error 2
make: *** [build-stamp] Error 2
__> ./debian/rules binary
dh_testdir
mkdir build
mkdir: cannot make directory `build': File exists
make: *** [build-stamp] Error 1

	I suggest you do not call mkdir build unconditionally.
