Hmm.. If you can think of an explicit set of rules for when to show unmet
suggests and recommends I could implement it.. But it seems to me that
this might be prone to an information overload, blasting the poor user
with lots of things.

Remember that apt-get is not a substitute for a complete GUI, it is a very
simple command line tool (it clocks in at only ~1000 lines of code!)
