I'm not sure this really makes sense (there are a lot of sanity checks 
that go on to be sure you have a reasonable set of packages selected
before the download begins; these would have to be re-performed every time
you change anything, and the download altered, and it would just be
insanely complicated). In any case, it would mostly involve libapt-pkg
changes. I suspect that what you really want to do is just press
"Cancel," change your selections, then resume the download. The "resume
the download" part works great right now.

Of course, the "Cancel" button doesn't work, last I checked (months ago)
libapt-pkg still didn't support this. There should probably be a
libapt-pkg bug saying "support download cancel."
