Bug#37989: apt-get does not work through a proxy

When I have http_proxy and ftp_proxy environment variables set to
"http://lolo:3128/"; (my local host in fact), it says :

lolo:/home/laurent# echo $http_proxy $ftp_proxy 
http://lolo:3128/ http://lolo:3128/
lolo:/home/laurent# apt-get update
