Bug#30076: Suggestions for the ftp method of apt-get

Two very small problems when downloading files using the ftp method:
When the ftp method does update, it reports the line speed even when it
does not reload the files. It should not report a speed in such sitation.
During upload of a file, the speed reported is apparently the average over
10 seconds time windows or so. It would be probably more useful to do the
way e.g. netscape does, that is, write the average line speed from the
beginning of the download. Whether that beginning should be that single
file or the first file I am not sure.
