Bug#27118: apt-get does not do purges

For my netscape testing, I wanted to remove and purge all of netscape from my
system, so that there would be no overlaps.  I went into dselect, hit '_' on
the nescessary pkgs, and then did an 'Install.'  apt-get removed the files,
but did NOT do the purge.  If it is removing, it should also do the purge.  Or
not do the remove at all.

Did other 'Install' methods do removals?  Maybe only if nescessary to install
a new pkg, but apt-get removes all.
