Umm, why does dpkg -i work on the commandline and not through
apt? We should ask the whether dpkg -BOGiE works from the command
line as well.

If you are sure it is a dpkg problem, redirect the bug
there. It should be looked at by someone, whether the dpkg
maintainers or by us, but it certainly should not be closed out of
hand.
