Even with a modem you will find this is an improvement, not a detriment
for speed. Unfortunately that might only be true for http, ftp and it's
complex query sequence might take quite a large speed hit (even timeout)
when changing files.
Distant future versions of APT might allow a wider range of configuration
options.
