I've spoke of it several times on the dpkg list but iwj said it would be

This seems to be the simplest way to activate hold (it is a dpkg feature
more than an apt feature)
echo "package hold" | dpkg --set-selections

I know it's an important (and very tricky) issue, hopefully something will
come up to improve the situation.
