Bug#24427: apt: "apt-get install foo" doesn't background config file check

Package: apt
Version: 0.0.17-1

When "apt-get install foo" (foo being the name of any package), during
the install phase where dpkg is called to install foo, if dpkg detects
that there's a modified conffile it goes through its usual prompting
to background itself so the situation can be examined. When "z" is chosen
to background at this point it doesn't background, but just asks the same
question again. This *may* be a bug in dpkg, assuming that it'll always
be called from a shell.
