This is now implemented.

To enable it you have to set http_proxy to a string of the form,

http_proxy = "http://user:pass@firewall:port/";

And it will then send the user:pass pair as credentials using the HTTP/1.1
proxy-authorize mechanism. Both lynx and wget will use http_proxy when it
is in that form but neigther seem to understand they should use that for
the password.

Branden, can you add this to the doc, it is for Authenticated HTTP/1.1
Proxies and Andrew could you give it a test? I will put a deb up at
http://www.debian.org/~jgg a bit later tonight that has this in it. 

BTW, it is amazingly insecure!
