Because php3 depends on apache-common 1.3.3 (it doesnt work with other
versions). It can't install php3 without upgrading apache-common. This is
a non-bug and should be closed. If you want to use php3 with apache-ssl,
you should upgrade to apache-ssl 1.3.3+something (along with
apache-common).
