Bug#25519: apt: incorrectly claims broken dependencies

I have 'equivs' installed to provide mail-transport-agent (I've got a
locally built qmail that I'd like to keep using). The previous version
of apt was happy with this, but the current one claims that mailx and
inn have unsatisfied dependencies:
phoenix# apt-get -s upgrade

You might want to run `apt-get -f install' to correct these.

The problem appears to be isolated to apt; dpkg doesn't complain.
