Hye locale instead of Hy?

Hi,

I'm a Debian packager for Xfce and I noticed since quite a while (although
never asked about it) that Xfce packages are the only ones to have an `hye`
locale. The locale seems wrong and should rather be `hy`.

Any idea why the three chars name is used and how to change it globally?

Please keep me on CC:, I'm not subscribed to the i18n list.
