That's the intended behavior. The amount of characters shown depends
on the icon size. An active icon has its full name displayed. You can
try adjusting the icon size to your preference. If that still leaves
you unsatisfied, best create a new issue on Xfce's Gitlab instance for
xfdesktop[1] and explain why TEXT_WIDTH needs adjusting. You can
follow the guide[2].
