   * What led up to the situation?
     Upgrade from buster to bullseye

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
     standard upgrade procedure

   * What was the outcome of this action?
     xfce4-notes no longer available post upgrade.
     Tried manual reinstallation with the following results:

     # apt install xfce4-notes
     Reading package lists... Done
     Building dependency tree... Done
     Reading state information... Done
     Package xfce4-notes is not available, but is referred to by another
package.
     This may mean that the package is missing, has been obsoleted, or
     is only available from another source

     E: Package 'xfce4-notes' has no installation candidate
     #

   * What outcome did you expect instead?
     xfce4-notes still to be installed
